Nigeria and other affected countries by Boko Haram writes UN to set up funds.




Report says some African countries affected by the Boko Haram insurgency have written to the United Nations to set up a trust fund to finance a force against the terrorist group in Nigeria.

Reuters said on Friday that it obtained a copy of the text, which was said to have been prepared by Nigeria, Cameroon and Chad.

The draft resolution, which threatens sanctions on anyone supporting Boko Haram, endorses the creation of a force by Nigeria, Cameroon, Chad, Niger and Benin to take on the terrorist group.

The text, which called on the international community to supply intelligence and equipment to aid the fight against the terrorist group, has yet to be circulated to the 15 Security Council members.

Reuters said, “The draft resolution requests the UN Secretary-General to establish a trust fund, which shall be managed by the Lake Chad Basin Commission Member States and Benin. It will be under the supervision of the African Union, and it will encourage Member States to contribute to such a fund.

“It calls upon donors to support the force through the provision of funding for troop stipends, equipment, technical assistance, and uncaveated funding for (the force) to the United Nations trust fund.”

Chad’s UN Ambassador, Mahamat Cherif, however expressed hope that the council could vote on the issue by the end of the month.

Meanwhile, a UN diplomat who spoke to Reuters on condition of anonymity said once negotiations begin among the 15 council members, some of the key issues would likely be how to finance the operation and whether or not it needs to be a Chapter seven resolution.


The Chapter seven of the UN Charter allows decisions to be enforced with economic sanctions or force.
