Jonathan and cabinet to travel abroad after May 29.

President Goodluck Jonathan, Vice-President Namadi Sambo and many ministers have concluded plans to travel abroad shortly after the May 29 inauguration of a new government.

While Jonathan had said he would travel out of the country for a much deserved rest after the May 29 inauguration, Sambo is planning to travel to London on May 31, two days after the inauguration of Muhammadu Buhari as Nigeria’s new President.

It was learnt that the Minister of Finance, Dr. Ngozi Okonjo-Iweala, had also concluded plans to return to the US after the President elect’s inauguration. However, her Petroleum Resources counterpart, Mrs.Diezani Allison-Madueke, has already travelled out of the country.

Though sources close to the minister said she would return to the country to attend the last Federal Executive Council meeting of President Jonathan’s administration, the minister would leave the country after the FEC meeting.

A senior Presidency official, who spoke on the condition of anonymity, however, told one of our correspondents that the vice-president was planning to rest in London.
According to him, Sambo will only rest for about two weeks abroad before returning to the country.

The Senior Special Assistant to the Vice-President on Media and Publicity, Umar Sani, however, said the planned trip could not be attributed to any fear of persecution by the incoming government.

Sani said if Sambo was afraid of Buhari, he would have left the country before the May 29 inauguration day.

He said, “There is nothing to fear. Vice-President Namadi Sambo is not afraid of any persecution or victimisation by the incoming government. His planned trip has nothing to do with fear. If he is afraid of anything, he would have gone before May 29.”

Like Okonjo-Iweala, the Minister of Health, Dr. Khaliru Alhassan, also planned to travel abroad, but he said he would leave for the ongoing World Health Assembly in Geneva, Switzerland.

He stressed that he would be back in the country when the exercise is over.

When asked if the trip was to avoid Buhari’s manhunt for perceived corrupt public officials, the minister said, “It is strange to me and I have not heard anything like that.”

But the Minister of Education, Mallam Ibrahim Shekarau, said no amount of road block could stop him from travelling to any country of his choice.

Shekarau also dared the incoming administration to proceed and mount a checkpoint for him in the crusade against corruption, adding that he had nothing to hide.

His Special Assistant (Media and Communications), Mr. Nnamdi Olebara, said, “Shekarau has no skeleton in his cupboard; if he is travelling, it is not because of any arrest because he has nothing to fear.

“Anybody who knows Shekarau right from ages knows that he has nothing to fear. Asking of when he will travel is digging into somebody’s privacy. Let Buhari mount a checkpoint if he knows that Shekarau has committed any crime.

“If Shekarau is going to his mother’s house, he doesn’t need any permission; if he is going to Saudi (Arabia), he doesn’t need anybody’s permission. He is not escaping to anywhere because he has nothing to fear. He is a committed patriot who has revolutionised the education sector, brought sanity and a lot of development.”

The Minister of National Planning, Dr. Abubakar Sulaiman, said there was nothing wrong for members of Jonathan’s cabinet to travel abroad after the May 29 inauguration of the new government to rest.

He said though he would be returning to the classroom as a lecturer at the University of Abuja, there was no reason for anybody to think that any member of the current administration that travels out after May 29 is afraid of probe.
In a telephone interview with one of our correspondents in Ilorin on Friday, he explained that it is normal for people to take rest outside the country after strenuous political and administrative engagements.

He also said none of them is afraid that the incoming administration would jail them.
Sulaiman said, “I am not travelling out. I am a lecturer. After May 29, I will resume work at the University of Abuja.

“There is nothing anybody can do. This is democracy for God’s sake and there is rule of law. People have liberty, right and freedom to seek redress. Nobody can intimidate anybody. If Jonathan has worked for five or six years, there is nothing bad for him to take a rest outside the country. If Sambo has worked for four years, there is nothing wrong in him taking a rest; so also the ministers. Taking a rest is good for everybody.

“Taking a rest is not borne out of any fear that the incoming government is going to witch-hunt anybody. I am not afraid of probe. If anybody wants to ask questions, there are procedures to do so. The era of putting people in jail cannot come again. It is gone forever. 

We have a right to live and go and rest anywhere and when there is time for questions, we can come back and answer them. I do not think that people are leaving the country for fear of being probed.”

But the Minister of State for Foreign Affairs, Musiliu Obanikoro, plans to travel abroad for a two-week vacation after May 29.

Obanikoro, who spoke with one of our correspondents on Friday, said he might go to Ghana or South Africa or the United States to take “a deserved rest.”

He said, “I think it is a wise thing to take a rest after all said and done. I will start with a six-week executive course in Harvard University and I will follow this up in August by starting a degree course in History at the same prestigious institution.”

Meanwhile, the Minister of Industry, Trade and Investment, Mr. Olusegun Aganga; Minister of Information, Senator Patricia Akwashiki, and their Foreign Affairs counterpart, Amb. Aminu Wali, ruled out plan to leave the country for fear of prosecution.

Aganga, who spoke through his Special Adviser on Communications, Mrs. Yemi Kolapo, said, “The minister has been in office since all this while and he is currently in Lagos meeting with some businessmen. So, there is no reason to do that.”

Also the Special Assistant to the Information Minister on Media, Mr. Joseph Mutah, said Akwashiki would not leave the country because of the fear of the incoming government.

He said, “Why would she travel out of the country because another government is coming to power? The minister will remain here before and after the inauguration of the new government.”

The spokesperson for the Ministry of Foreign Affairs, Ahmedu Ogbole-Ode, was emphatic that Wali did not plan to travel out of the country.

“Where is he going to? He has no plan to go to anywhere, he is staying put in the country, you can quote me on that,” Ogbole-Ode said.

Drama as Denziani attempt to famz Buhari at airport

There was a mild drama at the Nnamdi Azikwe International Airport, Abuja on Friday, as the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, ran to catch up with the President-elect, Muhammadu Buhari.

Both Buhari and the minister on Friday morning travelled out of the country to London on the same flight. One of our correspondents gathered that they both boarded a British Airways flight that left the airport at about 4.30am on its way to Heathrow Airport, London.

But while Buhari was going to board his flight, a mild drama took place at the airport.

Sources, who witnessed the drama, told one of our correspondents that the minister raced in a bid to catch up with Buhari, who had undergone airport screening before her.

It was learnt that the President-elect, who reportedly arrived the airport before the minister, was cleared first and he went straight into the aircraft.

It was further gathered that when Diezani arrived the airport and got news that Buhari had already boarded the flight, she hurriedly ran to ensure that she entered the plane.

In fact, sources at the airport stated that the petroleum minister left behind her aides while running to catch up with Buhari. A source on the ground, who witnessed the drama, said, “The man (Buhari) was at the front and had already passed the screening team. And immediately the woman (Diezani) came down, it was as if they told her that the President-elect was already inside the aircraft, so she started running. She even left her people behind so that she could board the flight along with the President-elect.

“This happened between 4am and 5am this (Friday) morning and the airline involved was British Airways. The flight was on its way from Abuja international airport to Heathrow Airport, London.”

An online medium, Sahara Reporters, reported on Friday that efforts of the minister, during the six-hour flight, to speak with Buhari failed.
According to the report, the President-elect only greeted Alison-Madueke during the boarding process.

It stated that the minister allegedly tried many times to stir a conversation with Buhari, but the latter shunned her.

The flight was reported to have arrived at Heathrow in London at 2:15pm, but the passengers disembarked at 2:45pm. The Federal Ministry of Petroleum Resources, refused to comment on the issues when contacted.Calls to the mobile phone of its spokesperson, Mr. Kingsley Agha, were ignored while a text message to him was not replied.

He was asked to explain why the minister travelled and her action at the airport.

But the media team of the President-elect issued a statement saying his visit to Britain was private.

In a statement signed by the head of Buhari’s media team, Malam Garba Shehu, this was the first of such visit outside the country since winning the March 28th presidential election.

The statement, which was issued in Abuja on Friday, partly read, “General Muhammadu Buhari will use the opportunity of the visit to take a much-deserved rest ahead of his inauguration on May 29.

“He is expected back in the country a few days before the inauguration, refreshed and ready to hit the ground running once he is sworn into office.”

Fuel scarcity: House summons Ngozi Okonjo-Iweala, Denziani, NNPC & Others

The Joint Senate Committees on Petroleum Resources (Upstream and Downstream) on Friday asked the Minister of Finance/Coordinating Minister for the Economy, Dr. Ngozi Okonjo – Iweala, and her counterpart in the Petroleum Resources Ministry, Mrs. Diezani Allison-Madueke, to appear before it on Monday next week over the lingering fuel crisis in the country.

Also summoned were the Group Managing Director, Nigerian National Petroleum Corporation; Managing Director, Petroleum Pricing and Regulatory Agency, and the Director of the Department of Petroleum Resources.

Representatives of the Major Oil Marketers Association of Nigeria; Independent Petroleum Marketers Association of Nigeria and the National Association of Road Transport Owners are also expected to answer questions from the senators at the National Assembly complex by 10:00am.

A statement in Abuja by the chairmen of the two committees, Senators Emmanuel Paulker (Upstream) and Magnus Abe (Downstream), explained that the invitation of the public officers and groups was as a result of the assignment given to them by the senate.

The statement said the Deputy Senate Majority Leader, Senator Abdul Ningi, had drawn the attention of the Senate to the lingering fuel scarcity in the country and the untold hardship on the generality of Nigerians.

It added that Ningi also urged the Senate to look into the matter with a view to finding lasting solution to the problem.

It stated that it was in view of the development that the Senate directed its Committees on Downstream Petroleum sector and Petroleum Resources (Upstream) to investigate the matter and brief the Senate about their findings next Tuesday.

The joint committee said the invitation extended to the affected individuals, agencies and groups was therefore necessary in order to obtain adequate information that would be needed to write their report for submission to the whole house.

State workers are neglected by States, while Ex-Govs get paid

Many governors have been paying the bogus pensions and other emoluments of their predecessors and their deputies while still owing workers in their states.

Our source learnt that the governors still pay their predecessors regularly in spite of the drop in the allocation from the Federation Accounts.

According to investigation by our source, no fewer than two former civilian governors and deputy governors are still alive in many of the states.

Kogi State, for example, has two former governors and two deputy governors. A source in the state Ministry of Finance, who spoke on the condition of anonymity, told one of our correspondents that former Governors Abubakar Audu; his deputy, Chief Patrick Adaba (1999-2003); Alhaji Ibrahim Idris; his deputy, Mr. Philip Salawu (2003-2012), are still getting their pension entitlements promptly.

However, civil servants in the state have yet to receive their April salary because of a dispute between the state government and the workers represented by the Nigeria Labour Congress and the Trade Union Congress.

The state governor, Capt Idris Wada (retd.), had shortly before April 30 slashed salaries of workers on Grade Level 7 and above by 40 per cent.

But NLC rejected the development and asked the governor not to pay the remaining 60 per cent as April salary for workers.

The Congress added that the workers would take the 60 per cent of their salaries as a gift should the governor go ahead to pay it into their bank accounts.

Consequently, the state government could not proceed to pay the workers including commissioners and other political appointees.

Though local government authorities in the state have paid workers up to April, Saturday our source learnt that the workers were paid a certain percentage of their salaries.

Only Okehi and Okene local government areas paid 60 per cent while Adavi local government area paid 45 per cent. Other local government authorities paid less. Ogori Magongo Local Government Area paid 37 per cent while Ajaokuta Local Government Area paid 30 per cent.

Kwara State has no fewer than three former governors and three ex-deputy governors, who also get their pension regularly.

Impeccable source said former Governor Cornelius Adebayo; his deputy, Alhaji Oba Temi, (October to December 1983); former Governor Shaaba Lafiagi (1992- 1993); a deputy governor, Simeon Sayomi (1999 -2003); Senator Bukola Saraki; his deputy, Joel Ogundeji (2003 -2011) were being paid their pension entitlements as captured in the state’s pension laws for ex-governors and deputies.

Saraki’s deputy, Ogundeji, confirmed to one of our correspondents in Ilorin during the week that he had been regularly and promptly receiving his pension entitlements.

Our correspondent gathered that civil servants and secondary school teachers had received their salaries up to date but primary school teachers and junior secondary school teachers have yet to be paid their April salary. It was also gathered that the local government workers have yet to receive their March and April salaries.

Similarly, Dr. Ogbonnaya Onu was the governor of old Abia State between 1992 and 1993, while Chief Orji Uzor Kalu was the governor between 1999 and 2007. Of the three deputy governors that served Orji, one is dead, one was impeached while the third one served out with him till 2007.

According to investigation, the former governors also get their pensions.
The state Commissioner of Finance, Dr. Philip Ntoo, who confirmed the development to one of our correspondents in Umuahia, said, “It is a statutory obligation and we have been living up to expectation pending the availability of funds.”

Though the state government has consistently said that no worker in the core civil service is being owed salary arrears, workers in the parastatals complained of non-payment of salary arrears of between three and six months.

Workers in the Abia State Universal Basic Education Board said they were being owed for six months, while their counterparts in the Secondary Education Management Board complained of non-payment of four months’ salary arrears.

But the state government had claimed that the parastatals are creations of the law, hence they should source for funds to make up for their subventions to remain in business.

Our source furthers gathered that a former Rivers State Governor, Dr. Peter Odili, and his deputy, Mr. Gabriel Toby, were also being paid their monthly pension by the state government.

The state Commissioner for Finance, Mr. Chamberlain Peterside, confirmed this, saying: “The former governors and deputy governors are part of the pension payment and they have been getting their pensions.”

Oyo State, which was created in 1976, has three civilian former governors and many deputy governors. The former governors are Omololu Olunloyo (October 1, 1983 – December 31, 1983), Rashidi Ladoja (2003-2007), Adebayo Alao-Akala (January 2006-December 2006, 2007-2011).

The state Commissioner for Finance, Mr. Zaccheus Adelabu, said the ex-public office holders were treated like other pensioners in the state and were being paid their entitlements.

The Oyo State government presently owes the workers two month salary.

Also in Akwa Ibom State, Obong Victor Attah was the governor between 1999 and 2007. Attah had two deputies – Chris Ekpenyong (1999 -2003) and Michael Udofia (2003 -2007).

On the issue of pension to former governors, Attah confirmed that from the consolidated pay to former governors which include a driver, a cook, two security men and a personal assistant and himself, he receives a total of N1.3m every month.

Attah said, “There is pension for me and five staff which include the driver, the cook, two security men and one personal assistant. The total package for all of us is N1.3m per month. This is what I have been receiving monthly. But what I cannot tell is the breakdown for the amount for each category of staff.”

But former deputy governor Chris Ekpenyong declined comments on the pension.

Meanwhile, the state civil servants have said that the state government does not owe them.
Some of the workers, who spoke with one of our correspondents in Uyo during the week, said that the state government pays their salaries promptly.

The Chief Press Secretary to Head of Civil Service, Mr. John Offiong, said that the Akwa Ibom State government does not owe its workers.

Erstwhile Governor Achike Uzoma Udenwa and Mr. Ebere Udeagu became governor and deputy governor of Imo State between 1999 and 2007. They served for two terms of eight years. Their successors are Chief Ikedi Ohakim and his deputy, Mrs. Ada Okwuonu, who served the state between 2007 and 2011.

Speaking with one of our correspondents on the phone, Udeagu said that they had been receiving their pension until the last four months.

Governor Rochas Okorocha’s first deputy, Sir Jude Agbaso, is not entitled to any pension because he was impeached in April, 2013.

Workers in the state are in deep pains over non-payment of salaries for months. While some are owed four months.

Over 50 world leaders to attend Buhari's inauguration.

Over 50 world leaders are expected to attend the inauguration of the President-elect, Muhammadu Buhari (retd.), on Friday.

The Chairman, Media and Publicity Sub- Committee of the Presidential Inauguration Planning Committee and Minister of Culture and Tourism, Chief Edem Duke, stated this at a news conference in Abuja.

Activities for the inauguration began on Friday with a Jumaat prayer at the National Central Mosque, Abuja.

Duke said invitation cards had been dispatched to all the 54 countries in Africa and other countries of the world.

He stated, “As we speak, the 54 countries of the continent of Africa have been invited. There has been a huge interest, especially from heads of countries in Europe to attend this inauguration.

“At the last count, we have in excess of about 50 heads of state and delegation expected at this inauguration.”

According to the minister, a high security strategy is being put in place for a hitch-free inauguration.

Duke said all invitees for the various segments of the inauguration would be subjected to a thorough screening to avoid what happened during the 50th independence anniversary of Nigeria when there was a bomb blast near the Eagle Square.

The minister said some roads in the Federal Capital Territory would be blocked on the inauguration day to ensure smooth movements to and from the Eagle Square, venue of the inauguration.

Duke said, “The security agencies are working in close concert to ensure that there is absolutely no threat to the inauguration. Arrangements are being made to screen all the invitees long before they access the perimeters of the location.”

He also stated that television screens would be placed in strategic places in the Federal Capital Territory for uninvited people to watch the inauguration.

“There is also a plan that in some locations within the city there might be big screens for members of the public to follow the swearing-in. So, people don’t need to come to the Eagle Square if they are not invited.”

Duke also denied a report claiming that the inauguration would gulp N3bn.
According to him, less than N2bn will be spent for a befitting inauguration.

He said, “If we tell you the amount we are spending, you will be shocked. We are not even spending N3bn, not even up to N2bn. In any case, if we tell you, what are you going to do with it?”

The Co-Chairman of the sub-committee, Chief Pius Akinyelure, said everything was being put in place to achieve the overall objectives of the committee.

On his part, a member of the committee and Senator-elect, Dino Malaye, said, “We are very ready and we have worked with the outgoing government to ensure we have a befitting inauguration.”

Manchester United should sign Chelsea's Petr Cech if David De Gea leaves to join Real Madrid, according to Red Devils legend Paul Scholes.

The Spanish side have identified De Gea - who will soon enter the final year of his current contract with United and has so far declined to sign an extension - as the ideal replacement for Iker Casillas and have issued the 24-year-old an ultimatum to persuade him to join this year.

Cech, meanwhile, is ready to leave Stamford Bridge after being displaced as Chelsea No.1 by Thibaut Courtois this season and his agent, Viktor Kolar, on Tuesday revealed that his client would be open to joining United or Arsenal.

Scholes sees Cech as the outstanding available candidate to replace De Gea should he depart and believes the 33-year-old could have a similar impact at Old Trafford as Dutch goalkeeping great Edwin van der Sar.

"If De Gea does go, United should sign Petr Cech," Scholes wrote in his column for the Independent

"I remember the effect Edwin van der Sar had on the club when he arrived in 2005. United had struggled since Peter Schmeichel to find a really commanding goalkeeper. Fabien Barthez was the closest we got.

"Edwin came ready-made. He was a Champions League winner, he had four years’ Premier League experience with Fulham, and in the end our manager got six extremely successful years out of him.

"Edwin was almost 35 when he joined United. Cech has only just turned 33. He could potentially play another six years for United.

"There would be no concern about having to give him time to play his way into the position or the demands that the Premier League makes of a goalkeeper new to the country. United won’t want to lose De Gea but there is a solution in the offing."

Impersonator: Fake Army Brigadier General arrested in Bauchi

A man who has been impersonating the Nigerian Army has been arrested in Bauchi State.

An impostor who has been parading himself as a Brigadier-General of the the Nigerian Army, Aliyu Hussaini, has been arrested by the military authorities in Bauchi State.
According to the 33 Artillery Brigade, Nigerian Army in the state, Hussaini who is also known as Colonel, was arrested at New GRA behind the Deputy Governor’s House in Bauchi metropolis, while the following items were recovered from them: two Nokia phones, a Samsung handset and a Techno handset, one MTN sim card and a Peugeot 406 vehicle with registration number AU 222 BWR (ABUJA).
The statement said:
"Documents indicative of various fraudulent details were also recovered from the suspect who is a suspected Boko Haram terrorist member and an impostor who has been parading himself as a Brigadier General in the Nigerian Army."
The statement also added that troops who were acting on a tip off, said Hussaini was a sponsor and also a member of the Boko Haram organisation, was arrested together with another suspected Boko Haram member, Ibrahim Mohammed who is also known as Yuram.
It was also revealed that Hussaini had been defrauding innocent citizens in the belief that he was a General in the Nigerian Army.

Racism Lives: 19-yr-old bounced from club because 'black-quota' was filled

A student in Leicester was bounced from a club because for racist reasons and Police have began investigations on the matter.
 
An investigation has been launched by the Police in Leicester, England, after a man claimed he was turned away from a nightclub because the ‘black quota’ had been filled.
Kosi Orah, 19, was celebrating his birthday with friends when they queued to get in to Leicester’s Ghost nightclub at around 2am on Sunday.
But according to Kosi, who is a first-year economics student at Leicester University, the bouncer turned the group away, allegedly saying there was ‘a quota of the number of black people allowed in the club.’
"He was almost apologetic," Kosi, said.
"But it was sickening. It left us devastated. It was like the kind of incident you heard about happening in parts of America in the 1960s."
Kosi, who plans to work in asset management once he leaves university, made a statement to police alleging a race hate crime.

Police said: ‘We can confirm that the incident has been reported to Leicestershire Police, it’s been recorded as a racist incident and enquiries are ongoing into the report.
‘Leicestershire Police takes reports of racism extremely seriously and would encourage anyone who has been a victim of such a crime to contact them. Recent figures suggest that 82% of hate crime victims who were surveyed following their report were satisfied with the police response.’

Kim said: ''I saw how for so many years she was so insecure about it. I mean, at 10 years old, she would say to me, 'How come my lips aren't big like you guys'?' And I would see this insecurity... ''For me, I gave her advice and I still stand by that advice. I think it changed her confidence so much.''
The 34-year-old beauty - who has 23-month-old daughter North with husband Kanye West - insists that despite undergoing the cosmetic procedure, Kylie has no plans to have any more surgery.
She told Access Hollywood: ''I think there are limits and there are boundaries, for sure. I think that you have to know the difference. She did something that made her feel better about herself and that's kind of where you have to draw the line, and she knows that ... she doesn't have a desire to do anything else.
''I'm totally okay with that because I know that's where it stops for her.''
Kim also rubbished claims Kylie is too busy partying with her pals to attend school after she received criticism on social media.
She added: ''She talks about this all the time herself - she's always with her friends and having fun and people would question, 'Are you going to school?' She goes to school. She's home-schooled. She has a year left. She goes to school every single day.''

Man asks police for help: snake licking wife's private parts

A Zimbabwean man is reportedly having sleepless nights because of a snake licking his wife's private parts and a goblin demanding the blood of his brother's sons.


According to myzimbabwe.co.zw, 41-year-old Joshua Zinhabwa of Gunduza village went to see his brother's family for help to destroy a goblin, snake and a walking stick in his possession that he claims are causing the family suffering.
The family made a police report where they related the issues.
"I visited my brother's family to reveal that all the problems they are facing are being caused by the items left in my possession. It is also causing sleepless nights to me and my wife as she experiences bad dreams every night.
''The snake penetrates her private parts ichimunanzva (and lick her). It does the same thing to my back and the bird visits several times to get food and they consume such that we will be facing a shortage soon,'' said Zinhabwa.
"To show that the things are deadly, the day I came here one of my brother's sons lost his job and I am convinced that the spirit of the items which caused that mishap are within me," he said.

Nigerian police deny human flesh serving restaurant exists

A story about a Nigerian restaurant serving human flesh as meals for its patrons is untrue.

According to BBC Swahili, where the story originated - Nigerian police have denied the existence of a restaurant which served human flesh.
BBC Swahili reported that the alleged restaurant was shut down after police found human heads and arrested ten people who ran the eatery. The article quoted a source, a priest who said he had paid 700 naira for a dish which contained cooked human meat.
BBC Swahili has since apologised for publishing the story, Times LIVE takes the opportunity to do so as well.
